The Collapse of the 28-Article Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the announcement of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been contained. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Pattern of Negotiation and Warfare

The succession of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are waged: optimistic declarations are delivered from multiple capitals. Immense energy is devoted on managing particular approaches. By night, Moscow brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "peace".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is capable of detecting rocket firings from across the border, a capacity provided through up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to intercept incoming aerial threats flew past – advanced fighter aircraft provided to Ukraine by European allies.

Moments later, Kyiv's missile defense activated: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, presumably supplied through Western nations. Every launch creates sudden vibrations, shaking the windows. The instant of fear quickly transforms into sober acceptance: possibly the approaching threat won't hit its mark this time, preventing destruction from catastrophe and additional electricity failures.

Continuous Dangers

Not long after, a automatic firearm engaged a unmanned aircraft close by, part of a rapid response unit – almost certainly Western-made equipment. Sadly, the bullets missed the opposing UAV – it pressed on overhead toward its objective.

With pauses, this persisted until dawn. Kyiv awoke to the daybreak reports: several casualties, destruction and heating outages in numerous residences as a result of the nocturnal offensive. As always, everyone still maintained normal activities – enduring hostilities. But those 24 hours illustrated Ukraine's critical military reliance on external assistance – a reliance that European nations are evidently unprepared to replace in the short term.

Failed Diplomacy

The 28-point plan from Washington provoked deep reactions, discussion and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.

Every new initiative from Washington unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually win the battle. This trend will, no doubt, endure.

Strategic Calculations

It is tempting to accuse particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. American leadership works based on a principle familiar among international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The American government believes that it is unrealistic to force Russia to abandon the land that it already controls in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, US leadership does minimal to deter Moscow, through statements or actions, from thinking that the current condition will not evolve additionally in its favour in the months ahead.

Opposing Positions

Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their motivation to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leader remains supremely confident in the conclusion.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but avoiding a complete military breakdown until situations evolve in its favour.

Present Conditions

Objectively, there are no actual prerequisites for a ceasefire. Now, individual motivations are coming into play: leadership ambitions to broker a ceasefire and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unworkable, so that their attention does not move to domestic problems. And although their objective will now be considerably more difficult after current events, it remains quite doubtful that this will alter their fundamental strategy.

These opposing factors are guiding negotiations.

Assessment and Future

It took a mere seven days to eliminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, latest revelations, all served their function.

While new proposals based on established approaches are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and show certain reluctance to alter the situation, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, mainly require continued Western support.
