An additional two individuals are now in custody related to a theft at London's Heathrow Airport in which 21 people sustained injuries by what is thought to be an irritant spray, according to law enforcement.

A 24-year-old man, was arrested in Lambeth on suspicion of theft and assault and a woman, 23 was arrested for suspected conspiring to commit a robbery. They both remain in custody, authorities confirmed.

The arrests follow an investigation into an attack at the multi-level parking garage at Terminal 3 on Sunday. Prior to the incident, two women had stolen from them their suitcases after getting out of a car park lift.

A toddler aged three was one of the injured in the event. Five people were taken to the hospital for medical care and were later discharged.

Police detained a man in his thirties for suspected robbery and assault near the scene. He has since been released pending further inquiries while inquiries continue.

Police were alerted at approximately 8:10 in the morning GMT after reports came in regarding several people injured by a noxious substance believed to be an irritant spray.

The assault - which police said was a standalone incident and not considered terrorism - resulted in delays to rail services and the temporary shutdown of the Central Terminal Area tunnel and the Terminal 3 car park for a short time.
